Public annual access tariff filings at the FCC include revenue summary figures for services subject to price-cap regulation. Revenue summary figures are included in the FCC-standardized Tariff Review Plans (TRPs). In addition, rate detail files for some years include revenue summary lines. This page provides compiled and augmented price-cap revenue summary datasets for the historic Bell-Atlantic service areas. The source archive (part 1, part 2) includes both the TRPs and the rate detail files used to form the compiled and augmented dataset.
These datasets are intended to facilitate exploratory analysis of price-cap revenue categories and to foster better informed public policy deliberation. These datasets are neither official nor authoritative compilations. The official FCC public record of tariff filings is the FCC's Electronic Tariff Filing System (ETFS). Annual access filings for 2003 to 2009 are currently available online. One way to find annual access filings is to search by company name for June 10 to June 20 for the filing year of interest. The files for 2003 to 2009 in the source archive are named by their file description on ETFS.
Tariff review plans for the historic Bell-Atlantic service region are availabe from 1992 to 2004, excluding 1999. Bell-Atlantic merged with Nynex in 1997, and that merged entity merged with GTE in 2000 to form Verizon. For 1999, a full TRP is only available for the merged Bell-Atlantic Nynex telephone company. After 2004, TRPs were no longer filed for the historic (pre-1997) Bell-Atlantic service area.
The TRP access revenue dataset is compiled from the RTE-1 section of the Bell-Atlantic area TRPs. All fields included in the TRP are included in the dataset. Added "year" and "ln" fields indicate the filing year and the sequential record number for the RTE-1 lines from a given TRP. In addition, added fields code the price-cap basket ("basket"), service category ("cat1", "cat2"), service category element ("element"), and service zone and band ("zone" and "band"). Service categories and elements include total lines, indices, and indices limits. Some service categories do not include total lines. Hence the service category and element fields should be examined before summing across record collections. The Bell Atlantic data includes rate and demand data for at most three zones, plus a non-zone ("nz") zone category. A summary figure for all zones is coded with "all" in the zone field. Bands were a category only in the TRPs for 1992 and 1993. The Bell Atlantic data does not have entries for any band other than "mb1". All coding follows directly from FCC TRP definitions. In addition to revenue summaries, the records include price-cap indices and sub-indices. These are coded in either "cat2" or "element" fields.

Revenue summaries are available in Verizon rate-detail filings for 2003 to 2009. While the full set of trunking and special-access rate detail records are available, organizing them for aggregation has not been done for filing years 2001 to 2009. Revenue summary records have been compiled only from the trunking and special-access rate detail files. These summaries have a common form from 2003 to 2009. That form has been augmented with basket, service, and zone codes.
